Can you get beta readers from your writing groups? Offer to beta read in a trade? It's not as good as an editor, but it can be very helpful.
I wouldn't send something unedited to an agent. I don't believe agents have editors, as their job is to find a publisher for a story, but don't quote me on that. I do know publishers have editors (but you'd still want to polish the ms before sending it to a publisher).
You can search for editors only and see what their submission requirements are. I've never done that kind of search, so I'm not sure how that works... they may take on your story as an editor and then find a home for it (I'm assuming they're editors attached to publishing houses and not indies?), but again, don't quote me on that.
